Professional Experience
Miguel Diaz de la Portilla is a Shareholder in the Firm’s Miami office where he leads the Firm’s Government Law practice in Miami Dade County. He concentrates his practice in the areas of government procurement, bid protests, zoning & land use, code enforcement, permit expediting, and property tax appeals on behalf of a wide range of clients. Mr. Diaz de la Portilla is also an accomplished civil litigator who has successfully represented clients in matters before State and Federal Courts, as well as before Administrative bodies. He is AV Preeminent rated (the highest level attainable) by Martindale Hubbell.
Mr. Diaz de la Portilla is a Florida Supreme Court Certified Civil Circuit Court Mediator . He volunteers as a mediator for the Miami Dade County Court's Pilot Program for Mediation in Restitution Cases Program.
A former Miami-Dade County Commissioner, he was first elected in 1993 and was re-elected without opposition in 1996. Unanimously chosen to chair the Miami-Dade Board of County Commissioners in 1996, Mr. Diaz de la Portilla is the youngest person to have served the public in that capacity. As a commissioner, Mr. Diaz de la Portilla created the Office of the Inspector General, founded the Miami Dade County Expressway Authority, created Community Zoning Adjustment Boards, transformed the land use and zoning process in Miami-Dade County, and was the leading advocate for efficient, ethical government. He chaired the Tri-Rail Commuter Rail Authority Board of Directors, served as the Founding Chair of the Regional Transit Organization and is a former member of the Value Adjustment Board. Additionally, he served on the South Florida Regional Planning Council for four years, the Governor’s Commission for a Sustainable South Florida, the Miami Dade County Public Schools Facilities and Maintenance Advisory Board, and Chaired the Committee to Select the Coral Gables City Manager in 2002. Mr. Diaz de la Portilla frequently appears on radio and television as a political analyst and is an elected board member of the Builders Association of South Florida (BASF).
